We study the relative complexity of equivalence relations and preorders from computability theory and complexity theory. Given binary relationsR,S, a componentwise reducibility is defined byR≤S⇔ ∃f∀x, y[x R y↔fS f].Here,fis taken from a suitable class of effective functions. For us the relations will be on natural numbers, andfmust be computable. We show that there is a${\rm{\Pi }}_1^0$-complete equivalence relation, but no${\rm{\Pi }}_k^0$-complete fork≥ 2. We show that${\rm{\Sigma }}_k^0$preorders arising naturally in the above-mentioned areas are${\rm{\Sigma }}_k^0$-complete. This includes polynomial timem-reducibility on (...) exponential time sets, which is${\rm{\Sigma }}_2^0$, almost inclusion on r.e. sets, which is${\rm{\Sigma }}_3^0$, and Turing reducibility on r.e. sets, which is${\rm{\Sigma }}_4^0$. AbstractBoardroom backscratching, or cronyism, is an unethical practice where CEOs conspire with directors to receive remuneration beyond performance- and market-related factors. Premised on the theory of planned behavior, this study investigates whether CEO generalist experience magnifies the likelihood of boardroom backscratching. Using 9482 firm-year observations spanning 1999–2018, our analysis shows that firms with greater CEO generalist managerial experience are more likely to engage in boardroom backscratching, via both cash- and equity-based compensation. We provide further evidence that backscratching firms with CEOs (...) that possess greater generalist experience tend to overinvest, particularly via non-capital expenditure, as a channel for empire building and private rent extraction. We also find that a higher portion of female independent directors sitting on the board and the compensation committee mitigates the positive relationship between CEO generalist managerial experience and boardroom backscratching, which we attribute to greater ethicality of, and increased monitoring exercised by, female independent directors. The scientific career of the outstanding Russian physiologist A. A. Ukhtomskii was complex and full of contradictions. A descendant of Prince Vsevolod Big Nest [Bol'shoe Gnezdo] of Suzdal', he was strongly influenced by the traditions and legends of his caste. As a juvenile he was sent to the Nizhnii Novgorod Corps of Cadets where he developed a profound interest in philosophy, psychology, history, and literature. His fellow cadets of the same age were amazed at, and sometimes ridiculed the young Ukhtomskii's (...) attempts to find answers to the burning questions of the day in the books of Shakespeare and Dostoevsky and in scientific works. Ukhtomskii's notebooks and synopses of those years show how this youth, from age 15 to 17, pondered over cardinal problems of world view, the contradictions of Russian society, and the future of science. The barracks life of the cadets, the rigorous schedule and supervision did not suppress Ukhtomskii's persistent desire to get a closer knowledge of the life of Nizhnii Novgorod, a major mill town and river port. He managed to make the acquaintance of members of a group of Marxist workers and maintained contact with one of them, M. Ia. Iakovlev , for over 40 years. (shrink)

The subject of the research is the modern educational environment of Western countries. The object of the study is the system of tolerance and the mechanisms of its functioning in the educational environment of Western countries. The author examines in detail the system of tolerance and the mechanisms of its functioning on the example of Western educational institutions. Since in the modern educational environment of the Euro-Atlantic states tolerance is perceived differently than in Russia, special attention is paid to the (...) philosophical understanding of the current state of the phenomenon and its reflection by the Western scientific community. The author uses works of both philosophical and social, pedagogical orientation in order to reveal the main features through their prism. In the course of the study, it was found that the mechanisms of tolerance in the Western educational environment contradict the idea of tolerance for the Other. It was concluded that the boundaries of tolerance in Euro-Atlantic educational institutions are blurred: they are not clear either to the teaching staff or to the students themselves. The author traces the Nietzschean idea of ressentiment in the actions of minorities, constantly opposed to the majority, regardless of what rights and opportunities this majority gives them. The study also made it possible to identify the paradox of tolerance in the Western educational environment: although the struggle for the rights of the oppressed is officially proclaimed, the oppressed themselves avoid discussions on the topic of equal opportunities within the framework of the educational process, because the Western structure of tolerance allows them to avoid discussing pressing issues, while maintaining and even building on the benefits of a tolerant education system. In addition, the author found that Western society usually does not perceive tolerance as part of an individual's worldview, which leads to the fact that in the education of Western countries it becomes a socio-political tool. In public theory human problem has an important place. For a long time function of philosophy was in elucidation of nature and essence of a man and his attitude to the world. In theory (...) of a man methodological problem about specific features of a man as an object and subject of cognition is starting. Peculiarity of a man as an object of cognition is in complex interweaving of various sides: biological, psychological, and social. Peculiarity of a man as a subject of cognition is expressed in regular increase of his potential intellectual resources. (shrink)

This article draws parallels between the representations of the classics of Eurasianism and their contemporaries, namely N. K. Roerich, H. I. Roerich and Y. N. Roerich, on the peculiar mid-world that is formed by Russia within and around it. It is indicated that the concept of interrelation of biogeosystems with peoples and civilizations inhabiting them, defined by the Eurasian term “developmental site”, is familiar from natural-philosophic concepts of the earlier period. In the era of the development of the ideas of (...) noospherism, it obtained natural-scientific substantiation and new interpretation not only in L. N. Gumilyov original theory of ethnogenesis, but also in representations of the Russian cosmism, which can be correlated with the scientific-philosophical, literary-artistic heritage of the Roerichs. Unlike geosophy of the Eurasians, the holistic views of Roerichs imparted a rather synthetic character to the historical science. At the same time, Y. N.Roerich distinguished geopsychology as a research instrument for cross-civilizational dialogue. One of the most remarkable episodes in implementation of the Eurasian vision by the Roerichs was their Central Asian expedition and peacekeeping activity, associated with unification of the peoples of Eurasia on the basis of broad cooperation. The article demonstrates the possibility of synthesizing Eurasian theories, spiritual-ethical teachings, and natural scientific research within the framework of integral philosophy for elaboration on the concept of sustainable development. Besides the need for international cooperation, the cultural-philosophical heritage of the Roerichs, which includes “Living Ethics or the Teaching of Life”, infeasibility of evolution of mankind detached from the planet and Cosmos also received its ontological substantiation. Such an in-depth consideration of the fate of Eurasia by the Roerichs, associated with the civilizational foundations of the crossing “Russia — Mongolia — China — India” and the leading role of Siberia in the future, allows filling the gaps in the construction of the classics of Eurasianism and utilize sociocultural potential of Eurasia to the fullest. The author considers positions of evolutionary ethics from the point of interaction with defining ideas of " big science ", and also on a material of concrete ethical concepts. As a program principle the statement about a substantiation of moral principles as congenital biological structures is accepted. Based on concrete positions of works of D. Dennet and I. Merkulov, the author addresses to concept of rationality which "works" as one of the reasons both in evolutionary process and in development (...) of culture. Appearance of special human models of behaviour during evolution can be presented as selection of some conditions focused on efficiency which in the world of culture gets valuable senses of mutual aid, cooperation, altruism. In the post-Soviet context, various cyclical models of recurrent Russian “Times of Troubles” have become increasingly popular. This perspective emerged first in Soviet dissident circles, who used it as a means to expose as mistaken the Soviet belief in continual historical progress on Russian soil. In post-Soviet Russia this critical approach has been continued by members of the “Akhezier circle,” the economist Egor Gaidar, and others. Meanwhile it was given an affirmative, conservative reinterpretation by Aleksandr Panarin, according to whom (...) Russia has always managed to overcome its phases of devastating Westernization and state collapse. This idea of Russian history has become influential; even Vladimir Putin has talked about Russia as a strong state able to survive various “Times of Troubles” from the early seventeenth century to the early post-Soviet period. It also figures prominently among members of the neoconservative Izborsk Club. This article analyzes different conceptions of Russian history as cyclical and their prominent place in the prevailing civilizational discourse of post-Soviet Russia. By means of postcolonial perspectives, this discourse is seen on the one hand as an attempt to question and reject Western hegemony, attempts that on the other hand nevertheless seem unable to liberate themselves from a normative dependence on the West. This article utilizes Derrida's explorations of the archive in Archive Fever to debate the status of Greek myth as archive. It begins with out lining a conservative notion of the archive, particularly as it has been conceived by those whose object of study is myth. It ends with an interpretation of the myth of Cassandra that seeks to augment the archive, the archive that is now refigured in terms of metaphors of time and space. An archive has traditionally been considered (...) to be something to do with the past. In the case of myth, the archive is understood as the stories told by the ancient Greeks, which are separate from the cat egorization of those stories and explicit theories or ideas about them. This separation locates myth as something prior and organic, as the archive constituted as the object of study, and the interpretation as something secondary and derivative, a commentary on the archive, which is the thing that scholars do. But at what point does the past begin to be the past? Is Ovid's Metamorphoses part of the archive of Greek myth or a commentary upon it? What of Servius? Or Frazer? Or Freud? Or Bernal? Derrida's suggestion that the archive resides in the future perfect tense leads to a reformulation of the relationship between myth and interpretation, which relies what might be described as a typological model of knowledge. His question 'Where does the outside commence?' forces an examination of who has the right of appropria tion, an issue pertinent to the study of the history of the interpretation of myth. (shrink)
